Day11--可再生能源现如今面临的问题要如何解决呢？

今天主要复习了前几天的作业。对于这个问题，我之前了解甚少，搜了相关资料加以理解，总结如下：

因地制宜地增加各省（区、市）可再生能源的市场空间，从而解决地区可再生能源难以消纳、补贴资金缺乏等问题，这将成为促进可再生能源发展的有效途径。

首先，建立目标引导和强制性市场份额制度,以配额目标为依据制定科学的可再生能源发展规划。只有在这种规划机制下，才能降低“双侧随机性”对电力系统安全稳定运行的不利影响，同时实现可再生能源的高效开发利用，以及常规能源与可再生能源的协调配合。

其次，明确可再生能源开发利用的责任、义务及监督主体。明确的责任划分、监督体系、激励机制、监测评价体系等有效协同，将有利于非水电可再生能源比重指标的执行与落实。

第三，提出建立可再生能源开发利用监测和评价制度

第四，不断完善促进可再生能源开发利用的体制机制,提出新补贴方式，建立可再生能源电力绿色证书交易机制，可再生能源电力绿色证书可通过证书交易平台按照市场机制进行交易，有利于以市场化的手段促进可再生能源发展。补贴问题如果不能有效解决，会严重影响投资的积极性，最终影响我国应对气候变化自主承诺减排目标的实现，贻误光伏风电产业发展的大好时机。

当前，随着电力体制改革不断推进，可再生能源现有补贴方式也需要逐渐向市场化的方向过渡。按照电改的方向，电价会逐步取消政府定价，形成以市场为基础的价格形成机制，现在政府制定的火电标杆电价会逐步取消。所以目前补贴方式需要做出相应调整。按照实际燃煤发电量购买一定比例的绿色电力证书，是现行补贴方式的有效补充，不仅是解决补贴资金来源和提高补贴效率的有效办法，并且通过市场化的交易，可再生能源可以利用边际成本低的优势，实现优先上网。同时，因为提高了对可再生能源发电量的考核要求，可以促使企业不断提高管理效率和技术水平。可再生能源电力项目通过获得市场电价，中央财政固定补贴加绿色证书交易收入三部分来获得合理利润。将来随着技术进步，成本的下降，固定补贴可以逐步退出。
